You can turn on or off discussion on your channel, choosing whether to allow people to comment on your videos, by going to Menu -> Your channel name;
Then choose 'Settings';
On the right of the screen you will see 'Video Discussion Control', choose 'Enable Discussion' or 'Disable Discussion' depending on you preferences;
You will then see a pop-up, click to confirm your selection;
